First, a critical correction
Many pages claim "all nine OINP streams were revoked 30 May 2026." That is wrong on two counts.
The 30 May 2026 amendments (O. Reg. 421/17) only prepared the redesign. The streams actually closed effective 25 June 2026, announced 26 June 2026 via amending regulation 204-26 to O. Reg. 422/17. And there were eight closed streams, not nine: Employer Job Offer: Foreign Worker; Employer Job Offer: In-Demand Skills; Employer Job Offer: International Student; Master's Graduate; PhD Graduate; Express Entry Human Capital Priorities; Express Entry French-Speaking Skilled Worker; Express Entry Skilled Trades.
If you're reading a guide that says "nine streams revoked 30 May," it's describing a program that no longer exists in the way described.

What the new stream actually is
The Ontario Workforce Priority Stream is Phase 1 of a two-phase redesign. The core shift: nomination is now employer-anchored. A candidate cannot receive a nomination unless the employer's application for approval of an employment position is approved first. That's a structural change, not a paperwork change.
The 2026 OINP allocation is 14,119 nominations, up 31% from 10,750 in 2025. Canada's largest provincial allocation. Employer-backed candidates will fill those slots fast.
The three pathways explained
TEER 0-3: skilled workers
Requires a full-time, permanent Ontario job offer. Work experience is satisfied one of three ways: six months consecutive with the offering employer in the last 12 months; three months if you're a recent Ontario graduate; or two years cumulative in the NOC occupation in the last five years (licensed applicants are exempt). Language minimum is CLB 6 (CLB 5 for certain occupations). Post-secondary degree or diploma required. TEER 0-3 applicants can opt into Express Entry nomination (600 extra CRS points, 30 calendar days to accept) or take a base nomination.
TEER 4-5: essential workers
Requires a full-time, permanent job offer. Work experience: nine months cumulative in the last two years with the job-offer employer specifically. Language minimum is CLB 4. Education: Canadian secondary school diploma or equivalent. Base nomination only. No Express Entry option.
Self-employed physicians
No job offer required. Must be a CPSO member in good standing, with valid registration in an eligible class (independent, academic, or provisional), and eligible to bill OHIP. Physicians can opt into Express Entry nomination (600 CRS points) or take a base nomination.

How to qualify for Ontario Workforce Priority Stream: the employer audit comes first
This is where most cases stall. In our advisory work supporting employers hiring foreign talent in Canada, employer-side gaps are the most common reason nominations derail - not candidate credentials. Audit these before the candidate spends money on language tests:
- Gross revenue threshold: Employers must meet a minimum based on location. Lower thresholds apply for rural communities in census divisions under 150,000 population. Check ontario.ca for exact figures by sector.
- Canadian citizen/PR full-time headcount: Minimum employee count required; again, lower for rural locations.
- Wage level compliance: The job offer must meet the wage level for the specific job location, not just the NOC median nationally.
- Recruitment evidence: If the candidate is outside Canada or not currently working in Ontario, the employer must show recruitment efforts.
- Job-offer terms: Must be full-time, permanent, urgently necessary to the business, and not connected to a labour dispute.

Employers already registered in the OINP employer portal do not need to re-register. They must submit a new job offer and a new application for approval of an employment position.
How the process works, step by step
- EOI submission: The new EOI system is currently closed. The province says it opens "later this summer." As of the province's 20 July 2026 update, it was still not open. Check ontario.ca for current status before doing anything else.
- Invitation to apply (ITA): Issued by OINP from the EOI pool.
- Employer files approval application: Within 14 calendar days of the ITA. The candidate cannot file until this is done.
- Candidate files and pays: Within 17 calendar days of the ITA, but only after the employer has filed.
- Nomination issued: Timeline not specified by the province. Check ontario.ca.

What stalls or kills nominations
- Employer revenue or headcount below the threshold for their location
- Wage offer below the prescribed minimum for the job location
- Inadequate recruitment evidence when the candidate is outside Canada
- Job offer that is not full-time, not permanent, or connected to a labour dispute
- Candidate work experience that doesn't meet the specific pathway requirement (consecutive vs. cumulative matters)
- Language test scores below CLB 6 (TEER 0-3) or CLB 4 (TEER 4-5)
- Language test expired before the application is submitted
- Employer missing the 14-day filing deadline after ITA
What happened to pending EOIs?
Pending EOIs without an invitation to apply were automatically withdrawn as of 25 June 2026. Affected registrants, employers, and representatives received direct notice. Applications already submitted under former streams are still assessed under the criteria in force at the time of submission.
What former-stream candidates should do now
Masters and PhD graduates without job offers have no Ontario pathway in Phase 1. Waiting passively is the wrong move. Realistic options:
- Secure a qualifying Ontario job offer that meets TEER 0-3 requirements, then apply under the new stream
- Maximize federal Express Entry, including category-based draws
- Explore other provincial nominee programs
- Monitor ontario.ca for Phase 2 announcements, which may reintroduce human-capital pathways
Frequently asked questions
Do Masters or PhD graduates have an Ontario pathway in 2026?
No, not in Phase 1. The Masters Graduate and PhD Graduate streams are closed. The only route through the new stream is a qualifying Ontario job offer under TEER 0-3. Watch ontario.ca for Phase 2 announcements.
Can I apply without a job offer?
Only self-employed physicians. Every other pathway requires a full-time, permanent Ontario job offer from an employer who meets the revenue and headcount thresholds.
My EOI was pending on 25 June 2026. What now?
It was automatically withdrawn. You would have received direct notice. You'll need to submit a new EOI once the system reopens.
I already submitted an application under an old stream. Is it still being processed?
Yes. Applications submitted before the closure are assessed under the criteria that were in force at the time of submission.
Does the oinp 2026 workforce priority stream connect to Express Entry?
Yes, for TEER 0-3 and physicians. A provincial nomination adds 600 CRS points, and you have 30 calendar days to accept. TEER 4-5 is base nomination only, with no Express Entry connection.
Where do I check employer portal status?
The OINP employer portal is accessed through ontario.ca. Employers already registered do not need to re-register.
